An Adult Residential Facility (ARF) provides 24-hour non-medical care for adults 18–59 with a physical or developmental disability, a mental health condition, or a similar limitation. Here's a realistic look at what opening one actually takes — and how we handle the licensing side of it.
Realistic timeline: 4–18 months, depending on how ready your property is and how complete your application is going in.
We start with a feasibility review of your goals, budget, and target population, then help you set up the right business structure and map out a licensing strategy before you spend money on a property.
You choose and secure the property yourself, with any licensed real estate agent you like — we don't broker real estate. What we do is tell you what CCLD needs from it: zoning that permits a care facility, a floor plan whose room count works under occupancy rules, and fire-clearance feasibility. We prepare and submit your license application to the Community Care Licensing Division (CCLD) — Part A (facility) and Part B (administrator) — and help you get through CDSS orientation and pre-licensing review.
If you plan to serve developmentally disabled adults placed through California's Regional Centers, your facility goes through the Regional Center vendorization process. We guide you through it.
We help you scope any renovations your property needs and get fire clearance moving early — this is one of the most common causes of delay, so we plan around it from day one.
You'll need a certified ARF administrator in place before your application is approved. We help you plan staffing levels and coordinate the required 35-hour Initial Certification Training Program.
Once you're open, we stay involved through your first inspections and initial operations, so the transition from "licensed" to "running smoothly" isn't something you navigate alone.
For an ARF, licensing is the critical path. Small mistakes in the application or the property cost months, not days.
Zoning that actually allows a care facility, room configurations that meet occupancy math, and fire-clearance feasibility — the three issues that most often turn into expensive surprises after purchase.
You work with the same consultant from feasibility through your first day open, so nothing gets lost between handoffs.
Most ARFs take 4 to 18 months from start to open, depending on how ready your property is and how complete your licensing application is going in. A fire-clearance-ready property and a fully documented financial package are the two biggest factors in landing at the faster end.
An Adult Residential Facility (ARF) provides 24-hour non-medical care and supervision for adults age 18 to 59 who have a physical or developmental disability, a mental health condition, or a similar limitation, but who don't need nursing-home-level medical care.
You need a property that meets zoning, room-count, and fire-clearance requirements for an ARF, and you can use any licensed real estate agent to find one. We don't broker real estate, but we tell you what CCLD requires of the property so you can evaluate it before you commit.
