ARF & RCFE licensing timeline in California
Realistic range: 4 to 18 months from start to open — CCLD sets its own review pace, so no one can promise a date. Here's what actually determines where in that range you land.
What speeds things up
- A property that's already close to meeting fire-clearance requirements
- A complete, accurate application on the first submission — incomplete applications get sent back, which restarts the clock on that portion of review
- A certified administrator already in place before you apply
- Financial documentation (operating statement, balance sheet, proof of funds) prepared in advance
What slows things down
- A property that needs significant renovation to meet fire, health, and safety standards
- Your local county's fire-clearance queue — this varies significantly and is often outside your control once you're in it
- An incomplete application that has to be corrected and resubmitted
- Delays in completing the Initial Certification Training Program for your administrator (35 hours for ARF, 80 hours for RCFE)
The general sequence
Certify an administrator, secure a property, get fire clearance moving, complete CDSS orientation, file the license application (Part A & B), demonstrate sufficient operating funds, pass the pre-licensing review, and open. The property and fire-clearance steps are usually where timelines diverge most between a 4-month launch and an 18-month one.
